As the fire service makes the transition to NERIS, legacy NFIRS data remains the essential foundation for current Community Risk Assessments. Understanding where your community has been is the only way to accurately predict where it is going.

The Discovery Data Hub was originally launched by Vision 20/20 in 2019 as one of the first national efforts designed to give fire departments direct access to community risk data. In 2026, Vision 20/20 partnered with Arborlook Insights to continue and expand that mission. Stephen Hrustich
Project Director - Vision 20/20
Project Director for Vision 20/20, a national consortium of forward thinking organizations focused on the integration of Community Risk Reduction across the U.S. fire service. Previously, he served as Assistant Chief / Fire Marshal of the Community Risk Reduction Division of Gwinnett County Department of Fire and Emergency Services (GCFES) in the metro Atlanta area and also spent 28 years in the fire service in New York and retired as fire chief of multiple career departments. Chief Hrustich is a graduate of the Executive Fire Officer program, dual designate as a Chief Fire Officer (CFO) and Fire Marshal (FM) from CPSE and a member of the Institution of Fire Engineers (MIFireE). He holds a MS in Executive Fire Leadership from Grand Canyon University, a BS in Computer Science/Mathematics and AS in Fire Science both from Binghamton University. Chief Hrustich is an instructor and course developer for the fire prevention and leadership curriculum at the National Fire Academy and frequently presents on CRR, fire & life safety and fire leadership topics across the nation.

Ian Morelan
Founder Arborlook Insights
an Morelan is the founder of Arborlook Insights, a community risk and response analytics platform for fire and emergency services. Arborlook maintains public risk profiles for more than 22,000 fire departments and offers tools that connect community risk with response performance to help departments prioritize CRR and deployment efforts. Before starting Arborlook, Ian served as a research analyst at the Oregon Office of State Fire Marshal, where he built data products to help communities understand their wildfire risk and social vulnerability, and contributed to deployment and station siting analyses with Manitou Incorporated. He holds a PhD from Oregon State University and lives in Oregon.
